Uni of Auckland and Canterbury. These are the only two unis recognised for engineering degrees, otherwise you can still consider other institutes. You can visit the New Zealand embassy office, they have a small department that provides consultation on NZ education but you must book an appointment with the embassy officer in charge.

The tution fees tends to be a bit higher in terms of NZ dollars than some Australian unis but living and expenses could be much cheaper which used to be the cheapest compared to Australia but with the present currency rate the difference is no longer so significant.

To add on the above points, it is unrealistic to do your degree in NZ nowadays if you are considering the budget issue. In fact, the air fare to NZ is much steeper compared to australia, and the distance travel will definitely longer.

Not only that, the returns may not be justified as NZ universities are not as established as their aussie neighbour. Unless you intend to migrate after your studies.

In short, in term of economic factor, the present currency rate as well as the steeper tuition fees make no sense nor attractive for someone to venture in. Next, the degree recongition level is definitely not as good as aussie though this may not be always the case and is very subjective too. Lastly, NZ crime rate is climbing up and is not as safe as australia if you really look into statistics though that should not be the benchmark. Hence, the viability of going NZ is really need to be considered twice before you go there. Think twice.

Aviation college in singapore hosts distance learnin programmes for massey's aviation faculty... and if u do some papers @ massey... u r allowed exemptions from the CAAS. So far, massey advertising that they have exemptions from the Civil Aviation Authority of Singapore.
