You can. Crossing into Canada with rodents was, as of last summer, a piece of cake. Contact the Canadian Border Patrol and double check, but with rodents it used to be that you just had to declare them. You may need to have a health cert now, but that's easy enough to get from your vet. If you are calling from outside of Canada, you can access the Automated Customs Information Service (ACIS) by calling 1 204 983 3500 or 1 506 636 5064.
